If you say yes and give us feedback (and ideally review in app store) then you shouldn't see any more.

If you don't then it will remind you again at a later date.

There are many because the ratings reset after each update. I don't usually get many rating popups, I think only one per update, but maybe that's because I choose the option to rate them in the pop-up that appears.
