Broadcast doesn't work in loop?

I am making a new game. One thing I need to do is spawn the ground infinitely.
However, the broadcast does not get received at all when done from a Loop behaviour. Is there any way to fix this? (same behaviour works fine when outside of a Loop)
I need to use a broadcast behaviour because I specify what type of ground needs to be created. I really don't want to repeat my behaviours just for Loops.
