Not available in my region

Hello I would really like to use hyperPad to create games. But, whenever I try to download it (from the hyperPad viewer) it says it is not available in my region (on my iPad). I've changed the region many times, but it makes no difference. I live in China, could that have something to do with the problem?

Yeah, unfortunately Apple/China changed some stuff where there is some stuff that needs to be done so apps can be sold in China. And I just don't know how to do it.
I looked into it briefly but couldn't figure it out. Sorry.
