How is the "Set Time Scale" working Behind the Scenes?

For everything other than my camera dummy's, it's working fine.
But my camera dummy's left and right movement stutters horribly under slow motion. There is no vertical movement of the camera, I do use zoom, it's not impacted negatively by slow motion. Only left right movement is.
